Bill targets teens on cell phones

It may be time to hang up and drive.

Peachtree City lawmaker, Rep. Matt Ramsey, is pushing a measure that would make it illegal for drivers under 18 to text, e-mail, or instant message on their phones while driving.

If the bill passes it will carry stiff penalties: violators would face a fine of $175 and the addition of a point on their license on their first offense, and a $500 fine and two points to their license with a second offense, according to an AJC article.

Drivers using their phones at the time of an accident would receive an automatic 90-day suspension of their licenses and a six-month license suspension for a second such infraction.

A similar bill went into effect this month in California. The California law bans drivers from writing, sending, or reading a text-based communication while behind the wheel.

Do you think it’s time for Georgia to pass such a law? Should it be limited to teen drivers?

It should be illegal for anyone to text while driving and everyone should be required to use an earpiece. This would dramatically help reduce the number of car accidents and deaths that are cellphone related. People don’t pay attention to the road when they are on the phone and believe it or not there are some instances when both hands are needed to maneuver through traffic.

This bill would not go far enough. It is not just the teens that are causing road chaos with their phone calls and texting - it’s everyone! This practice should be banned statewide for everyone. If you’re texting (no matter how good you are), you are not paying attention to the road and what’s in front of you, to the side of you or in back of you. Every time I see a driver doing something stupid or driving too slow, I wind up passing them and sure as the sun will rise in the east, they’re on their phones, they’re looking down to text or dial or doing something else with their phone. DANGEROUS TO EVERYONE.

Definitely. I don’t think they should limit it to the teenagers. They should outlaw the use of cell phones without headsets as well. People don’t realize how dangerous driving can be without distractions. Put down the phone and drive! Otherwise, get off the road.

This should be for everyone, not just teens. Bluetooth is inexpensive and many accidents are caused by people just wasting time on their cell phones. Shut up and drive!

This law should not only be for teenagers, But for ADULTS too!!! Really, now, what could be soooo important that you can’t wait till you pull off to the side of the road or in a parking lot to make that phone call.
Some states allow you to use hands free devices, (ear pieces) which would be a fine compromise. that way you could still make a call if necessary but could keep both hands on the wheel!!!

It should be illegal to talk on the phone. My mom does it everyday and I can’t stand it. She even has a headset but doesn’t use it. I don’t live in GA but I believe all states should ban the use of cellphones while driving. Safety first.

The law should be for everyone, not just teens. I have seen adults driving and chatting on the phone, weaving from lane to lane, oblivious to what is going on around them. I say ban cell phones in cars, PERIOD. The only exception should be doctors. Watch the accident rate drop!

I agree with the bill. BUT everyone should be held accountable if they are yapping on the phone and driving. There is no phone call that important that u have to endanger yourself and others on the road. Many a time Iv’e passed someone going 10, 15, even 25miles below the speed limit because they were on the phone and not paying attention to their driving. Now, if it passes, let’s hope the cops will get off their asses and enforce the law. Theres no sense in having it on the books if it isn’t enforced.

Teens are not given the proper drivier’s education in GA and to give them the cell phone is an invitation to disaster. Make this law for every driver - teens need good role models. A trip to ICU is not dependent on age.

In my opinion, I feel that there should be a law passed to make it illegal for EVERYONE who uses a cell phone while driving. I have had aduld drivers almost hit my car because they were on the cell phone and not being aware or paying attention to the road during rush hour traffic in the interstate highway. MAKE IT ILLEGAL FOR EVERYONE.

I think this law is way overdue.Im sure accidents in Georgia would drop in a big way.I think you should not be able to use talk on a phone unless you have a hands free device.I think texting should be banned while driving,but this should be inclusive to all drivers in the state of Georgia.

Don’t just limit it to teenagers. Make it a law for all drivers. I was rear ended by a young lady talking on the cell phone. Her excuse was “his brakes are better than mine”. The truth was that she was paying more attention to the phone than watching the road. I’ll also admitt that I’m just as guilty. The fear of a fine may make me reconsider.

This is a huge problem but not just with the teenagers. I have two daughters that is thirty plus years old, and they are both the worlds worse about texting while driving.No,the law needs to be for everyone.As far as the hands free phones,I suppose it is alittle better,but you are still distracted. My feelings are, if they want to do it right, ban the use of cell phones totally while driving.Don’t get me wrong, I am a salesman that is constantly on the cell phone while driving, and I am hands free, but it is still very distracting.

I feel it should be illegal for anyone to text, e-mail or use a cell phone while driving. There are plenty of places to pull over and stop if they need to do this. Headsets or hand-free do not make it that much safer.

The cell phone industry is very powerful in Georgia. at&t is like around 10,000 employed so this will not ever pass or any bill that limits cell phones. They have more money to go fight against any such law. Safety is the drivers duty as driving is a privilege and not a right for anyone in the U.S.A. Distractions vary from eating, playing music to being high on over the counter medications so really the fact is all this is bad driving so ticket them for wreck less driving as that law is already on the books. Stop wasting time on laws that will not change the habits and let us focus on getting folks jobs!

I would rather see a law that you cannot drive until you are 18 years of age. The facts state that so many teens die every year from driving and it is not always their fault. Driving is a very unsafe risk at any age.

I was behind this cellphone-using driver last night, and he was swerving in and out of the lanes like he was drunk or something. He also was driving too slow for the lane he was in. So, I cautiously passed on the left, after signaling proper-like, and when I pulled up even with this errant driver, I saw that he wasn’t on his cell phone, he simply had a wierdly shaped head. I moved on, and then noticed this same horrible man was following me. He followed me for two whole hours. I had to get on the cellphone to my BFF to calm myself down. Thank God a cop pulled me over for swerving in and out of lanes and driving too slow for the lane I was in. I told the cop what happened, and he said, “Blow into this”. Luckily I hadn’t been drinking. Then he asked me to walk a straight line, and as I put one foot in front of the other, my cellphone rang, and during that call, I swerved one too many times from walking that straight line, and I was placed under arrest for being a blonde. I had to use my cellphone to make my one phone call: I called my hairstylist. I had to set up a really cool post incarceration do, I mean, something happens to a woman behind bars, and I can tell you from firsthand experience, that we dont wear nuthin underneath those prison clothes….if’n you be a diggin’ what I be a intimatin’……oh, yes, I have a new BFF.

I use my cellphone for business everyday, and, while I try to pull over when I make a call, sometimes I talk when I drive. However, I never, ever text while I’m driving because that takes entirely too much concentration away from the road. I saw a SUV full of college cheerleaders on the highway Sunday and the driver was texting. Didn’t a carload of cheerleaders die last year from the driver texting? I realize they are only cheerleaders, but other people could get hurt too.

I hate trying to merge onto a hwy with person in front of me on a cell. I was always told to speed up to merge. Not that I drive fast but it seems like a lot of people have to slow down while they are on the phone? They cant do both at the same time? Whats up with that?

I think if it is passed it should apply to everyone not just teenagers. Adults are just as dangerous when driving while talking on their cell phone. I see people every day while driving back and forth to work that are talking on their phone and you can tell that they are not aware of the traffic around them because of the way they are driving.

I do think a hands free device should be used , and required, when using a cell phone while driving. Not necessarily outlawed. What I see up here in Hall and Gwinnett counties, on 2 lanes roads mostly, is the soccer mom in her mini van or(too big for her), suv. Usually , her head barely shows, and she drives looking through the steering wheel. You see her , DON’T YOU???? She’s out there everyday and she is on her cell phone,and nine times out of ten she will be tailgating, speeding and driving over the yellow line, all this with one to several kids in her vehicle. So, please. Ga DOT, enact something now. This has gone on long enough. And don’t forget, We pretty much have no law enforcement on our Xways and other highways anyway, unless there is a wreck, when up to 10 police vehicles show up. I have been asking this question for years. “Where are the police? Why aren’t they patrolling our highways????? The speeds on the expressways have gotten up to 75-90 miles per hour. I am not the only one that sees this.. I have yet to see more than ONE Ga State Patrol Car on any expressway around Atlanta. Where are they hiding out?

Why limit it to 18 and under? I pass lots of adults texting, emailing, and calling in traffic when they shouldn’t be. The best - stormy, rainy weather, no headlights on, and talking on the phone. I’ve seen that a lot recently!

Once again, the General Assembly does what they do best—-dodge the issues. The real problem has and always been DRIVER INATTENTION and UTTER INCOMPETENCE. While not a teenager, I get tired of seeing the teens get targeted. I guess because they are not old enough to vote so no political capital loss right. If we are to get serious about creating safe roadways, the do-nothing General Assembly needs to do the following:

-Raise the speed limits. They ar set artificially low just to generate revenue.

-How about some real traffic enforcement? How many times a day do I see people not using turn signals, driving exceptionally slow in the left lane, fail to yield, don’t know the difference between an acceleration and deceleration ramp and the list goes on. But of course, we all know those speeding tickets bring in the BIG DOLLARS.

-How about some REAL standards for driving? There are too many people on the roads who simply do not know how to operate their motor vehicle. Lets stop giving licenses to any and everyone.

-I would also mandate yearly vision and hearing screenings as well. Too many people are on these roads with these impairments. I have seen too many people nearly get slammed by an emergency vehicle who is trying to answer a call.

This law plain and simple is going to be another toothless law that will do nothing to stop bad driving.

Yes it should be illegal to text and IM while driving for everyone. Just as it is illegal to drive w.out a hands free unit for everyone in NJ, PA and NY. I always wondered at the ignorance of GA drivers holding a phone and yapping away. You would think a little common sense would come into play and one would look after their own safety and get a hands free unit w.out a mandate. As usual GA is a day late and a dollar short when it comes to most things.

Hi —- about six years ago the Fortune 10 company I was working for banned cell phone use while driving. It met with a lot of resistance as many lived on the phone for business perposes. Even so the concern for safety was paramont and the advice was no using phone (talking, texting etc.)while driving if you wanted to work with us so pull over put it in park and then talk in an environment where you and others will be safe and you can go home. Enforcement is the challenge as with all laws and policies.

The law should require cell phone users to use hands free devices while driving. No matter the age of the driver. At the same time, the law should also require the driver to remove the earpiece before they exit the vehicle. People look stupid walking through Kroger yapping away.

I carpool everyday to work and had the _ _ _ _ scared out me when my driver tried to enter the expressway going 40 mph while talking on the cell phone. The next day I told her I would not carpool with her if she wanted to talk on her cellphone. So she doesn’t do it when I’m in the car but I know she still does it.

PLEASE MAKE THIS A LAW !!!!!!!! SAFETY COMES BEFORE ALL ELSE !!!!!!!!

(Just think how you did things before cell phones arrived. You can do it again)

Personally, I think this is just more government interference in our lives. However, if it is passed it should also include:

1) Tuning the radio

2) Putting in CD’s

3) Eating or drinking anything

4) Blowing your nose

5) Fumbling in the console/glovebox

6) Turning around to yell at the kids

7) Putting on makeup

8) Combing you hair

9) Writing down anything/taking notes

10)Reading a map

I could go on ad nauseum but the point is, there are many thing more dangerous than talking on the phone.

This is selective legislation.

think that the law should be for all ages! too many adults become distracted as well. Saw a terrible accident during the holidays — caused in part — by a lady driving and talking on her cell phone — became distracted and ‘T-Boned’ a smaller vehicle. Sometimes, we adults can only ‘multi-task’ one thing at a time ….well!

Not just the teenagers. Everyone! I am tired of people trying to drive while using their phones. All, and I mean ALL, of them have no idea what’s going on around them when that phone is stuck in their ear. It doesn’t matter if it’s hands-free or not. When you are on the phone, you are not paying attention. They make lane changes without looking or using a turn signal. Patting the brake while they drive is another problem. Enough is enough.

It against the law to use a phone while driving in some Europeon countries, why not here. The fine should be very high. Cause an accident, automatic jail time!

Some of you act like you might die if you don’t have that stupid phone glued to your ear!

Dont just hit on kids, it should be illegal period. I was hit by a lady talking on her cell phone and the impact was 40 MPH. She was so interested in her conversation she didnt even try to stop her car.

When you target certain areas of people (teens) you are not fixing the problem. Nobody can pay attention while talking or texting on a cell phone. There should be a total ban and anyone caught should automatically be given a 90 day suspended sentence. A lot of serious injuries occur daily because of cell phone use and driving.

While they are at it, they should ban loud music and these boom boxes too. There is no way that the drivers of those cars and trucks can hear emergency vehicles. If I cant hear them just sitting beside a boom box car, imagine what the driver inside hears…..Nothing but base.

They can also remove the TV’s that are higher then the middle of the back seat. These TV’s are a eye catch to cars following you and try as you might, you cant ignore them. Why they are allowing people to take attention off the roads is the question one might ask. Its getting more and more dangerous to drive and its not something that cant be controlled. Its time to move on all the problems and not just target the teen drivers.

Should Be For Everyone!!!! Have you ever been driving behind someone on a cell phone? They can’t even stay in their own lane, and they impede traffic by driving well below the speed limit. Once you pass them, it is just like you figured, they are on a cell phone. Please make this law for anyone behind the wheel of a motor vehicle.

This sounds great and it should be applicable to everyone, but enforcement will be the issue. If we want to ban talking without a hands-free device, that’s great. You can easily see a driver with a phone to his ear, but spotting someone texting is more difficult.

From outside the car, there’s very little visual difference between someone texting and someone looking at a map. Which means the only time we’ll be able to prosecute offenders is after they cause an accident.

I’m just not sure police will catch enough people to make the fine enough of a deterent to the behavior.

Make ANY use of a cell phone or related device while operating any vehicle on a public highway a violation.

Such an attempt would bring the moneyed lobbyists out in force, so perhaps not feasible.

As a start then, make cell phone use at the time of a crash reckless driving regardless of fault (as with DUI) and make any such crash that involves serious bodily injury or death a felony.

The science is there - cellphone use while driving impairs a driver’s ability to react effectively as much as a .08 blood alcohol concentration.

I don’t text while driving, but I do talk on the cell. I’m a damn good driver too. NEVER in my 40 years of driving have I had any tickets, accidents, etc.

Until seatbelts, 50 thousand people were keeled on our roads every year in the fifties and sixties, without cellphones. Now, 40 thousand people are keeled on our roads with or without cellphones.

THe cars are death traps. Period. They could build safe cars, but the government wont let us have them. They could build cars that run on steam too, and dont put out all that stink. But the government wont let us have those either. They want us to smell the stink. Aw, I dont wanna talk about it.

I would like to see phones banned while driving (hey people have trouble walking while on a phone), but clearly there are all kinds of distractions, what gets banned next? and safety is clearly not, never was, and never will be primary. Just ask the question should all speed limits be 20mph ? Or maybe we should revert to horse carts. Don’t get me wrong I like the idea of laws for it, but perspective is needed not knee jerk hysteria Of course not, there needs to be balance

I think auto manufacturers should install a device that renders cell phone transmissions impossible while the engine is on. That would solve the problem entirely. People would have to pull over and shut off their engine to be able to talk or text.

Sure Jen such a device sounds good (like many knee jerk ideas) they solve one problem and create a host of others so what if there is an emergency and one needs to call for help. Or perhaps you are on a street corner does your phone cut off everytime a car goes by? Nope passing the buck to someone else is NEVER the right idea, people need to take responsibility for themselves and pay the consequences if they dont period Next we need a device that when detects the odor of french fries it will automatically cut the engine

Here’s what I would love to see laws against:

1). All black and oriental women out of the driver’s seat. Ya’ll cannot drive. Then, throw in a cell phone, and you have a diaster waiting to happen.

2). Good ol’boys in their pick up trucks.

3) ANYONE OVER THE AGE OF 80.

4) ANYONE who can’t seem to do the speed limit, and selfishly hold up everyone behind them.

5) Anyone who doesn’t understand what YIELD means. I was almost hit this morning, because some idiot didn’t yield to me when he was supposed to, and then had the nerve to HONK at ME…..

6) Black men on the interstates. Do you think this is NASCAR? Is there a price for driving as fast as possible, and weaving in an out of the other cars? Especially on 285.

7) RUDE PEOPLE. What is it about getting behind the wheel of a vehicle that makes you 7 feet tall and bullet proof? You are NOT the only one on the road.

And don’t get me started on the idiots who cannot drive when it’s raining.

Hmmm…I would like to see it mandatory that ALL children are to be quiet while the vehicle is in motion. My family vacations would be so much more enjoyable. On a serious note, actual cellphone use should be banned by ALL drivers. Only 18+ should be allowed to use earpieces. NO texting by anyone. Short and sweet.

ok, this is very simple-a yes to this law!! Punishment too tough??!? Are they crazy, a teen on a cell should lose their license for 90 days-that’s 90 days us adults can drive a little more worry free!

Now, i don’t think they should ban cell phone use for those over 21 in a vehicle. If they really want to make the roads safer, they need a more strcit examination process to get your license!!

If the government is allowed to regulate what you do in your ‘provately owned’ vehicle, what else could they regulate. You DEMOCRATS asked for it, you’re going to get it-more govt’ involvement in everything! Hell-California banned fast foods in an area because of too many fat-a**!! Why punish me for others’ laziness?? Thank God i don’t live there, but here isn’t much better.

I’m actually surprised GA is even considering this, usually we’re last to put a good idea into effect!

Georgia should follow New York and DC and make it illegal to use cell phones for ALL ages. Handsfree headsets should be the only way cell phones are allowed. I see more adults driving horribly using cell phones than I do teenagers.

You can pass all the laws you want, but exactly HOW are you going to enforce them? You can’t enforce the freaking speed limits, let alone targeting EVERYONE talking on a cell.

That, and I have not even seen a police car on the road, in over three weeks.

How to you expect to enforce this law?

It should not just be teenagers. It should be everyone. I walk and ride my bike a lot and I cannot count how many times have been nearly run over by dangerous drivers talking on cell phones. Even cops! It is ridiculous.

Don’t limit it to only teens. A few weeks ago my husband’s truck was totaled because an idiot texting lost control in the rain. I could have lost my hsuband because someone couldn’t wait until he was stopped some place to text his girlfriend. Cost us a lot of money and my husband in pain because of someone else’s actions as well as the stress of it all. Ban everything except a 911 call while the vehicle in motion for everyone!
