"The Wild Parrots of Telegraph Hill" is an absolute delight and nothing like the wimpy nature film its title suggests. It's a soaring — figuratively and literally — documentary with a surprising emotional power. The birdman is Mark Bittner, a kind of St. Francis of San Francisco, who moved to the city in the '60s to become a singer-songwriter.
